In startpos.esf there is a small common mistake. The building type in your new navy-admin must be admiralty and not admirality. If you correct this your game will start fine but:

You have Georgia's grids completely wrong regions.esf so the game does not know where to place them. It should be:

Great! that admiralty mistake helped, now game runs without crash, but there is still a problem, I changed regions.esf as you said, but everything is placed in Don Voisko region not in Georgia, here have a look

I tested it and you are right! I cannot believe in my eyes because grids are correct. I have not a clew why is this bug happened...
I tried several grids but buildings are placed always in the same wrong place!!!!

maybe I should try another City instead of Venice...
That is what I was going to suggest as I've found that. Usually I keep the conversion files but I cannot find Georgia...

I'm using the latest esf editor and it won't let me clone just the building slot, it clones it but in a folder, any help?

I have gone to the siegable _garrison_residence but those 10th and 11th have 0 value in all regions I have checked. I do see values for described stats as X coordinates and Y coordinates but in Settlement:Muscovy:Muscow:Settlement_Army-Admin\REGION_SLOT for example, from where the SIEGABLE_GARISSON_RESIDENCE is hanging . Am I lost or the place to find the coodinates is wrong?

Your settlement will be the only one at the end of the xml after the structure if startpos.esf.
CAIBUL folder will have all cai building slots of startpos in separate folders. But I know I've placed mine first on the list so Open the first folder to make my changes. There are 3 Binary lines that I need changed. All 3 of them have the same number 56042. First one is paired with 0 in line 13 and I delete both. Second is paired with 54292 in line 17 and I delete only 56402. Never delete the second number here because it is connected with the owner faction. Third is in line 24 alone and I delete it also from there.

My CAIBUL folder has nothing of the sort; Im also trying to make Copenhagen have an admiralty but this xml business is just confusing. Ill attach my file; where am I going wrong?

UPDATE - sorry I realised I was exporting the wrong file for CAIBUL - rectified the problem and now the Admiralty works. Thanks mate!
