Attacked in sea

Heya!

One short, quick question for ya! My fleet keeps getting attacked by bandit fleet. However, when te confrontation screen pops up, only "automatically resolve" or "white flag" options are visible. Anyone knows why? Is it emant to be like this or is it a bug?

what difference would that make?? surely noone could ever expect naval battles from a M2:TW mod??
