It is possible although it would take some time, and also there are some problems when changing ownerships of regions.
Like it is done with the emergent factions when making them playable, is that you do own the specific region but so does the AI, it still controls taxes, and it may even recruit some units as well. Also when you change the ownership of a region, when the faction that originally had it is destroyed, trying to access the Regions List or the information screen of the specific region results to a crash.
The way of fixing this is selling the region through diplomacy and recapturing it then.
So you see why it wouldn't be very succesful
