several times, generally has to be overwhelming force though, and though you only get one chance I've noticed more success after waiting 1/2 turns (depending on how long the town says its going to hold)
Thought I suspect that if it's going to take any longer than 2 turns to fall, the AI thinks it's got a big enough army or enough time to build one
then it will refuse.
Only happened one time in my RTI campaign.I had only one unit more than AI (6 units of millitia total), but they were evidently cowards?
Post patch 1.02 it does happen. In a long campaign I played with Russians, it happened about 5 times in total. Note though that it seems, the AI needs 'somewhere to run to' to be able to surrender. If it's the last territory: they won't surrender no matter what.
Also: city armed populace does not seem to surrender (if they are the only ones defending) ever.
I've had an enemy surrender at a fort (on their territory) to me as I marched in. I usually hit the button because it adds almost no time and you never know. The army went running off and it allowed me to then advance on their city without interference (and the army that surrendered went somewhere else, so I never actually had to fight it.)
It never happens. Even with a full stack of experienced infantry, two units of town guard will not surrender.
Just because it never happened for you, does not mean it never happens. Since patch 1.2, the AI has surrendered in a siege to my forces. I only had about a 2:1 power ratio, but they did, and their army was displaced, giving me the city.
It's happened for many others, as well.
It makes sense for just armed pop to never surrender. The AI would gain nothing, where by fighting he could hurt you at least a little. normally they would save a few units, but not here.
