    Default Wrong Captain at Tharbad

As Isenagard I attacked rebels at Tharbad and all units were human but the captain was an Uruk Hai. Makes no sense so I think its a bug.

Also noticed something like this, a unit of woodmen led by an orc.

This is due to the rebels in each region having the corresponding faction's captian/general. I.e. rebels in MORDOR regions will have Mordor captains/generals.

Rebels that are preplaced in the descr_strat have the sub_faction entry. So if you take some rangers and declare them 'sub_faction england' in the descr_strat, then they will be led by an orc.
Guess it will be similiar with the random rebels according to the faction that holds that region.
