My first game ith DLV so I'm still learning, sorry.

Playing Armenia, I conquered the North of Cyprus.
After many turns, I noticed I could build "vineyard".
I launched the construction but it never started. It was in the queue, but not progressing.
Why is that ? Simply a bug ? Or maybe I requite something that is not available anymore ?

I built a "whool farm" (I think that's the name) in another city and no problem... it seems to be the same kind of building (correct me if I'm worng : improve trade ?).
