Can´t recruit with Harad´s barrack

I have just built a barrack in turn 114 but can't recruit many of the units mentioned in the barracks card. Is it a bug or am I missing something?

Sorry, I don't understand what do you mean. What do I need to increase culture??? Do you mean religion?

no, i mean culture, the culture bar appear in the settlement info, you must build some buildings to increase culture like school, library, shrine of melkor, brewery etc
