    Though I'd put this in the Academy rather than the Mudpit, in order to have a proper discussion instead of rabid posts.

    My views are advertised in my sig so I'll be brief.

    The junta in Burma/Myanmar seem able to act with impunity with no thought or fear of an accounting for their actions.

    I suppose I'm just curious as to people's views on whether it is an abuse of power.

    Putting on a dispassionate hat, power can be used in anyway one sees fit. There are no (legitimate, in my view) elections in Burma/Myanmar so unless the Govt is overthrown militarily then they will never relinquish power.

    However, if this occurs then it can be argued that the overthrower has abused power in order to gain power

    It's not an abuse of power - their power is abusive itself.

    Unfortunately, the use of the term 'abuse of power' conjures up the idea of 'ultra vires' actions. In order for this to actually hold any ground, there must be a manner in which the body can be held responsible. As far as I'm aware, no such restrictions are in place for the Burmese Government.
