This maybe a dumb question. Can another faction become bound to your faction? Im playing with the Romans, so is it possible to convice someone like the FREE PEOPLE to become part of your faction? And stay loyal?

I've had Greece as a good ally for a while. They only control Athens and Rhodes and are totally surrounded by me.
I pay for their food and protect them from enemies, they deal with rebels in every province east of Italy. It's a good deal for both of us and has lasted 100+ turns. So it's possible, but you need really good luck and understanding (I gained 4 Greek provinces in a one sided deal without using forced diplomacy)
It's all about relations. And with no relationship indicator like in MII and Empire it's hard to keep track of it.

The Greek army is about 50,000 men strong as far as I can keep track. I would need to put 8 Legions with full auxilia support into the war to give myself the best chance. I am not willing to risk that many soldiers in an offensive war.
Also, the more Greeks patrol Macedonia discarding of rebels the less Romans need die in the same line of work.
It's a perfect deal for my style.
Anyway, I need no extra income. Even in a full out war I spend a maximum of 99% of Rome's earnings. At worse I just won't get any richer.

I agree with you on that one, letting them control those cities when you could have them Romanized, therefore making max profit from them doesn't seem wise to let the weak Greeks live lol
Well, that's your opinion. From what I gathered, he asked for cities and they gave him what he had asked for. It happened to me once or twice and gosh, was I surprised they accepted (except it was the Bosporans and they gave me four settlements out of the six they had). So, no war, with the dreadful costs that can be needed to wage it. And he doesn't have to maintain big garrisons, because Hellenes are generally keeping in line when under Roman rule, especially if he owns Zeus's statue. In addition, no army to use at all, because the Greek Cities take care of the rebels. I'd say it lets him concentrate on other fronts without having to worry for this place.
I think it's the key thing for alliances to work in this game: ally with weak factions and feed hem cash but not too much.
