Can't Upgrade Silvan Elf villages

When i take over villages in surrounding areas i wait until the population reaches the required amounts but no upgrade appears. i thought it was to do with culture but i can't build any culture buildings, can i do anything to fixs this??

i think you mean the town in the west of mirkwood?
well this is a known bug and it has the wrong walls so it's impossible to upgrade it. you'll have to wait for the patch, change it yourself or look around in the submod forum
