there is as in all paradox games a lot of room for modding, but due to Rome:EU 's reputation as the worst paradox game, very few have bothered to try
there are a couple out there, and some are okay, but overall most of the expert modders focus on the other games
well they did realise vae victus, which does improve the game, but i think most people had given up with it by then - the EU:ROME forum is probably one of the quietest on there site - EU2 rivals it sometimes and that game is over 10 years old, and most players have left for the much newer EU3

Mmmm...I just picked up EU Rome, and it's quite fun. Took me a day or so to really figure it out, but I've got the hang of it now.
Maybe it's just because I haven't sampled other Europa Universalis incarnations, but I feel that EU: Rome is not that bad.
