Set the AI to "aggressive" or command them yourself. Or autoresolve if its a foregone conclusion.

"Autoresolve" and "foregone conclusion" can't be used in the same sentence when up against orcs.

I don't have the game in front of me and can't remember what the buttons/tickboxes are named. Searching the forum/web for "M2TW Kingdoms reinforcements" should help you out. Make sure it's Kingdoms you're reading about, not the vanilla M2TW.

The best way to ensure your reinforcements will act correctly is to destroy a gate or create a breach. Once that's done click them onto aggressive and they should make their way in.

i never trust the AI, even if theu did move, chances are they would do what the AI always do in a siege, and waddle around the the other side of the wall where the breach is, but at all times remaining in rage of the many MANY archer towers and balista turrets, so even if they did move, there wouldn't be much left of them by the end any way.
i just got as many siege engings as i could in one army, and tore down as much of their defences as i could in one turn and then retreated (make sure on the campaign map, your army can move, if you do this in the first turn of besigeing a castle and you try and retreat, if he can't move, then your whole army will die, even if they mananged to withdraw calmly from battle with full numbers
