I'll just point out that this interactive history is an unauthorised and uncredited copy of Kagemusha's IH at the Org - Sengoku Jidai, Japanese interactive History.
Citizen, Civitate or Artifex, it doesn't really make a difference. The CdeC should take into account all of his merits and demerits, be them modding, debating or anything else.

And he's handled this issue poorly (quite obvious since he still hasn't gotten permission from Kagemusha, or even credited him with it). I can't vote yes with this in mind. I feel as if he is getting there. He's finding his steps in the right direction now and as you can see by his posts he may need some time before he fully blossoms you might say. Also, bearing in mind what pannonian has said, this changes my decision further. In time, possibly a yes.
He has done some good work however in the/for the TWC Wiki. However, looking at recent projects which are pieces that need completetion, I can find no posts of work he has done or checked off which makes me think he's not doing the job he's supposed to.
For now however, I'm afraid for now I have to abstain.

The Interactive History is just starting up. It has potential. The applicant still does need to do a much better job of crediting the work of others though as Garnier pointed out. I cannot see how this should count for or against the applicant at this time. More time needs to pass on this type of activity.
I did participate with the applicant in Garb's Fight Club in a short debate. He handled himself quite well, but as others have noted -- this is a really thin area of experience and probably not sufficient activity up until now.
The applicant has participated in the Eagle Standard and written for 4 issues. This seems to be his strongest point for citizenship at this time.
Thanatos likes his work in the TWC Wiki. His opinion should carry some weight in this decision.
In general the applicant shows great potential and is participating in activities. The is good growth since the last application at the end of February.
I would vote Yes.
Edit: There needs to first be a clearing of the issue of material from totalwar.org however. We have already had a bit of an issue with material lifted without permission in the recent past. This does indeed extend beyond the question of citizenship. Permission to use the RPG must be granted and proof provided. If not, this is a matter for administration and not CdeC.

y summed it up fairly well. He does a good many things, but none of them really stick out. There's a certain point where sheer mass of contribution outweighs quality of the parts of the whole. He's nowhere near that point though, and to me it's a lot of mediocrity. He obviously wants to help out and I can appreciate that, but I need to see more quality from him in his ES articles and elsewhere if he wants to stand out from the crowd.

Not that at this point it makes much of a difference (but perhaps for archiving purposes) I should inform everyone of this:
It was discovered that warman was using his local mod abilities to stick threads (guides) of users, and they in turn would cast a vote for him in the Tale of the Week competition. Essentially a stick for votes system. He will be removed from his local moderator position soon and whatever penalties given by the competition leader will be enacted.
Those are the facts. My opinion is that this is a huge blemish on his record, abusing his powers like this, and I doubt I could cast a vote in favor of his citizenship in the future.
Does this mean the application is being withdrawn?
