Factions don't die

Sorry if this has been reported before as I've searched the posts and didn't see this reported. It's not in the known bugs list either.

I'm playing Rohan and have taken all of the cities belonging to Isengard and Mordor and yet the two factions are still around for some reason. I even made the factions revealed their cities through diplomacy before I wiped them out to see if there's a hidden city somewhere but there is none. The graph chart shows them at bottom and zero. I'm halfway to getting the required regions to win the game but I think it won't work since these two factions are still around even though they own no cities. I've wiped their armies out as well. Is this a bug or am I missing something?

I've killed Harad.

I've heard talk its because you haven't manually taken the permanent forts of that factions, so they are still considered as being under their possession, even if they have no units in them, and thus the faction doesn't die. Don't know if this is true though.

I don't think its forts, in my game as rohan I wiped isengard out, and searched pretty much everywhere for any sign of them after I had met the capture however many settlements win condition. I'm not sure why they don't die but I have since given up on winning as rohan. Hope they fix it when the next version comes out. I didn't know that mordor had the same problem.... well so much for trying as gondor lol.
