Just a quick one lads. Started a Roman campain today, Rome became a huge city a few turns ago and I havnt got professional army. I may be mistaken but shouldnt you get it once you get a huge city? Is this a glitch? Thanks

A faction with the Roman culture, some the Romans or Roman Rebels, must get a huge city in Italie other then Rome. So if Rome get's huge nothing happens but if Capua get's huge the reforms happen.

Does anyone actually know why Roma doesn't count for the whole "huge city" requirement? I imagine CA did it because they didn't want the senate, who started with a minor city, to make the Reforms happen too quickly, but I'm just curious if anyone knows the real answer.
