Customizing your naval crew is similar to the process for land units with one major hitch. Here's how you do it.
1) Open and extract unit_stats_naval_crew_tables. Add it to your pack. If you want to change the model for all factions, you can probably just edit the model (I haven't tried this--if it doesn't work, follow the other steps and you'll be fine). If you only want change the model for one faction, clone the line for the unit you'd like to edit. In my case, I want to change the model for Denmark's marines, so I clone the euro_marines line. I give the new unit a unique name "danish_marines" and change the model name to my custom model, "marines".
2) Open and extract unit_stats_naval_crew_to_factions_tables. Add it to your pack. Here's where it gets tricky. This is not the entire table. The Pack File Manager does not read the table correctly. Any attempt to edit and load it as extracted by the PFM will cause ETW to CTD.
Find the faction you want to edit in the left column. The faction name marks the top left corner of a 2x4 crew table. Make sure all 8 cells are there, even if you intend to edit only one. If your faction isn't on the list or only partially on the list, download the table that I've attached and delete the .txt extension. It is the complete table. (You can see the complete table in the file with a hex editor.) Import this table as a .tsv.
3) Now make the changes you want. In my case, I find Denmark in the left column and search its block for "euro_marine." I replace it with "danish_marines". You need to preserve all 8 cells. You may delete the rest of the table and change the table name, but you must have the entire 2x4 block for your faction or you will get a CTD.
Save your changes, start the game and you'll see your new units onboard!
