Not getting units???

I don't know if this is a bug
but who ever i play as i can only seem to get the most basic units
for example
as mordor i can build as high as a level 3 baracks but no higher, even in Bara Dur and Minas Morgul, i can't get anything better than maulers
is this supposed to happen/ do i wait for an even or something first or is there something i have to build or a place i have to capture befor i can get anything good
as Gondor i was not many turns in, and could see that orcs had goten cave trolls

its not a bug, as the campaign progresses more advanced units will become avaible, even for lower level barracks sometimes.

and as far as them gettin a troll, i think the ai sometimes gets stronger units, but still wont be able to recruit em, not 100% sure about that

so you just get them after so many turns or conquering so many places

units tier 2 get avaible at the 50th turn and tier 3 at 100th turn.
i thought that you wasnt getting enouth culture to do best units in your captured settlement.
