Attacking Allies after crushing Axis

I am quite far in my current US campaign, just defeated the Axis basically on my own and got alot of provinces in Europe. Now I want to turn on my former Allies and conquer France and Great Britain, I was just going to declare war yesterday but apparently you can't declare war before a specific date, the problem is that that date has already passed.

Is this a bug of somekind or do I have to do something to be able to declare war?

You have to be authoritarian to declare war it think .

That is correct but I slowly moved the slider towards authoritarian so that is a non issue.

Erm... Do you have a non agression pact?

Put a screen of your diplomacy menu and ill have a look?

Sometimes there is a glitch (I've gotten it from kicking a puppet out of an alliance and then un-puppeting them) which will not allow you to declare war, I couldn't find a way to fix it
