    Default Roman Citizenship useless

As I'm getting further and further in my Roman game, I notice that several of my AI-governed cities are building Roman Citizenship. This is expensive in money, and extraordinarily expensive in time, with very little positive effect. The bulk of my armies are the legions, which can already be built, and the addition of some cavalry, while somewhat helpful, isn't terribly necessary thanks to general's cavalry units and mercenaries/Gallic auxilia cavalry.

This is a minor annoyance to me as Rome, but given the AI's propensity for building barrack-type units before everything else, I can imagine that it's crippling to Roman AI. I haven't significantly played other factions, so I'm not sure if there's a rough equivalent.

Why do you let the AI control your settlements??? I manage every settlement under my control, with the elevated turns to complete each construction is not very annoying, but as far as I know auxilia phase 3 gives a little % of law to the settlement, an the barracks gives a little more of % to law, so maybe the AI thinks that she needs more % of law in that settlement, sorry if I'm mistaken.

I let the AI build in my non-governed settlements to give the game a bit more realism/difficulty. I do still pick the recruitment, but generally don't bother with the micromanagement.

And again, the problem isn't what happens in MY settlements. It's that this is something which seriously handicaps the AI if there isn't human control. Since I'm playing on H/VH and not having significant problems, trying to get rid of AI handicaps is a good thing.

This is why you don't use the AI to build your things... Seeing as the Citizenship building is really expensive and long to build, the AI seldom builds it, from what I've seen. Its more for roleplay value, imo. To represent the increasing citizenship as the republic progresses towards an empire.

Hmmm, I hadn't thought of that. I think I'll make a note to disallow Roman Citizenship buildings until the Marian Reforms except in AOR_Italy. Does that make sense?

I'm not totally sure what it does before the Marian Reforms, I only started completing it afterward. Does the AI often get to the Marian Reforms? If so, when?

I know that this probaly was already discused on another thread ...but i think that i have to say. even after marius reforms the legions were recruited in more "allied" cities . i later empire ,when think start to come bad to worse barbarians were alowed in army...they dont acted exact like full romans ( born in the city). i really think that after marius reforms romans may recruit elit units in rome and normal legions on italy and sicily...outside this would recruit auxilias or less diciplined, motivated legions after 50 years of ocupation(cultural expansion take more time then militar . i dont even know if the engine would allow some like this) .

Hmmm, good point. You don't really need it beyond Rome and Capua until you get to the Reforms, I suppose.

??? You can already build Roman citizenship elsewhere after the Reforms and recruit legions. Lower barracks levels allow auxilia recruitment.

    Ops ,may i wrote wrongly...
I think that is a problem be able to recruit a legion anywere... when rome start to allow barbarians in legions (this happen very after the period that the mod cover)a lot of problems arise ... that was one of the causes of fall of the empire...
what i sugest is allow legion recruit in italy ,sicily and sardine. after marius reforms of course.
