Well, do they have unique units? If not, you can make new units that are only buildable by those two factions, copy the model you want and the skin you want, rename them, open the skin in photoshop and add a new layer with opacy set to 50 percent, paint brown over their faces, save as .dds(.dds plugin can be found on Nvidia website) insert new skin into the packfile replacing the copy you made of the old skin, and edit appropriate files in the DB so that the new units call on the new models and skins.

Sorry if this is wrong or unclear, I haven't actually done it myself but I do believe that is how you do it.

Or if you just want them to wear brown, change the R5 G5 B5, I think, in the Factions file in the DB.

The skins are under the Spain_group. In order to change the skin colors you have to edit Spains uniforms OR, create a whole new group for Mexico and Columbia which is a lot of work DB work just so you can add a few skins. You might be better off creating a new unit altogether and adding it to the faction so it can be used in quick battle. Again...because they are in the Spain_group, adding your new unit to campaign means Spain and Columbia (if they emerge) can also build your new unit.

I've been working on some skins for Mexico but I'm losing some interest in continuing so I'm taking a break for now.
    Some beta shots:
