Add a new recruit line for the faction with the hidden resource as a requirement to the building of your choice

That's pretty much it from a base standpoint. You will also need to copy the battle_models.modeldb entries for every faction you give ownership or they will look like silver surfers. You can do it by area and give aor1 to a few regions, or you can do it by city, which requires around 21 resources and varying combinations of 2 to produce 200+ individual indicators.
