The big problem is a real napolionic game needs better artillery placement and use than RTW or M2TW can offer. The same with use of cavalry -- the AI engine cannot hold back to use as a final break of the enemy moral. If the infantry is rifle armed -- the cavalry will be torn to pieces. Also there is the issue of the navy -- the British are only interesting in a Napolionic game if the navy is a real factor. Boy does this sound like why ETW was designed. I wonder why?
If you are interested in a strategic level game on the Napolionic era -- I would suggest a cardboard counter games such as Empires in Arms. This was originally published by the Australian Design Group and then repackaged and sold by Avalon Hill Game Company. Both versions are out of print. Their is currently a computer game based on the original cardboard counter game, but it does not translate well from several human players to a computer based solo game.
