As Toshiba said, yes you can create new battlemaps. Check out the Lordz map tools and tutorials.

That`s totaly boring. I buy Empire with the ulterior motives that they are after a half or a year total conversations of Empire, but this is not possible. The world Map of Empire is smal for fans of micromanagement. You know france as one province and so on.
