data\export_descr_unit.txt. The number you want to change is the the first number in the soldier line of each unit's entry. Note that it is the first number on the line, as the first part is the modeldb entry that the unit will use for it's animations. So for example:

I think he means the effects that the various unit sizes play on those values in the EDU. If that is what you mean, then it is almost surely hardcoded. The range for the number Caesar Clivus highlighted is between 4-100. Since this number is doubled at the Huge unit size(I believe), you can have units of up to 200 soldiers. Wait a minute, the changes aren't doing anything at all to the unit sizes. The EDU is in the hidden AppData location, not the usual location might that have something to do with it? That's where it unpacked by default.

I'm not familiar with Total War on Vista. You should do some searches in the tech help area or around the workshop concerning differences with Vista and the %APPDATA% folder. I know on XP you don't need to have the files in a central location, but this also involves Unix logic that is not widely applied and only came to my attention recently.

If you're running Vista, I believe you should turn UAC off.
