This trick is useful in the early game, when you don't have much money for diplomatic gifts if you want to remain friendly with another faction.
I have noticed that when you hold the mouse over a country you can see your diplomatic status.
When you give a faction a diplomatic gift your reputation with them goes up by 100, and it doesn't seem to matter if you give $2500, or $10000.
+100 is the most you can get as well, so repeated gifts are useless.
If you go into the paypents section and give a faction $1, your reputation goes up by one.
You can do this repeatedly (but it gets very tedious) for a max bonus of +51.
I have used this previously to get factions from being hostile to friendly with a payment of only $51!
This can help you get trade agreements easier and also help with the expansion penalty.
I don't use this trick much any more, but it was quite useful when I was new to the game and got my arse kicked on a regular basis.
