    Icon5 Unknown unrest cause

    Hello, in my latest game as Portuguese ruler i came to somewhat puzzling situation with on of my cities.
    it has rising unrest and i am unable to detect a cause of that, it caught my eye few years before when it has ~50% "unrest" which i dealt with by enlarging garrison and building something like brothel/city hall. Now i see yellow face on big map and total public order is dropped below 100%. I blamed the governeor but moving him in/out does not affect the unrest (however, he, apparently, generates as much order as religious unrest by himself, which in 100% catholic province is strange as well).
    I am worried about future developments since i am unable to determine the cause:
    • there is a level 9 spy in the city (all my towns have my spies in them)
    • there are 2 watchtowers in that tiny region which is completely visible on screenshots (no rebels/heretics/enemies/allies/anything)
    • low taxes for a long while, 6 unit militia forces





    Any suggestions are appreciated since this town has swordsmith's guild and is quite important.

    Hmm, are you at war with the French still? It could be the issue since it was their homeland, also the french love to leave spies in their old settlements so put a coupe of your spies in see if they can kick anyone out.

    French were my vassal's at the moment picture is taken - now some time has passed and they are at war with me, which had no affect on unrest/public order situation. Will it be better off if I just finished them as a nation? Also, I never have attacked French (aside of spy wars) all my estate there has been bought fair and square.

    I use DarthMod 1.4 D: The Last Episode, it is a bit more than just a map mod I believe.

    What i mean is do your enemies have spies in those cities? send a couple spies and have them sit in those cities and you'll get messages like spy found or something and that can cause unrest problems. also spies improve your public order when they are of your factions, well not improve, they just decrease the effect of other nations public order attacks

    btw what about the English? because Caen is originally an English settlement and if you are at war with them that could be an issue

    Only my spies are present and quite in bulk quantities (got like 7-8 there atm), i settled for piece and aliance with brits as well as french, few turns passed - still 80% unrest. It feels like it is inherited unrest from french who captured Caen from english tbhm or something of that nature, i am close to letting it riot and retaking it actually.

    Are all your important buildings Portugese? This is from RTW but could a 'culture penalty' be causing unrest?

    It's not a problem in M2TW, I remember in RTW as you stated you had to destroy other cultures buildings. In mtw when a Catholic faction gets a another religion faction the buildings are automaticly destroyed
