Default National Leaders are not respected...err come again?

In the diplomacy window, there is a penalty of -10 or so for "national leaders are not respected".

How do I interpret that? I thought it might have something to do with state gifts but after gifting the 2500 one to france and spain as holland, nothing changed.

Can someone enlighten me on this?

yep, just like that. makes sense dont you think?
and the penalty is totally insignificant anyways - invade 2 countries and the "territorial expansion" penalty is 3 times as high as the tiny faction leader thing... just givem presents
Imperator Caesar Divi filius Augustus, Pontifex Maximus, Consul XIII, Imperator XXI, Tribuniciae potestatis XXXVII, Pater patriae

If you go to the government screen, and then to ministers, you can see all the bonusses of your ministers and faction leader (+ prestige etc.). Other countries don't like your faction leader (maybe he has something like -2 prestige). You can solve this by giving them stategifts.

basically if your king is an obnoxious, loud, boorish, un diplomatic, rude, slob, like some of the kings of the day we're then other countrys will think "do I really want to deal with that annoying prick again?" and this will affect your country if its you, and affect your peoples feelings of another country if it's their king. Theres also the opposite of this which is a national leader so charismatic and charmming that everyone wants to be their pals....
