Thats in the campaign_script, its a custom script they wrote for when a general is InEnemyLands.

hmm, if i want to change it should i edit all campaing_scripts? whether i can only edit this file in imperial_campaign description?

I dont have M2 installed right now but I remember looking over their campaign script a long time ago. Basically what you are looking for is something along the lines of.
monitor_event CharacterTurnEnd CharacterIsLocal
and FactionType England
add_money england -2000
or something similar. It would probably be best to ask in the DLV forum though. After all they wrote the script.

Don't they let you choose if you get attrition in enemy lands? Seems like DLV lets you choose every scripting function, odd they'd leave that one out.
