Tax Question
does it make any sense to lower taxes on, or exempt provinces once they have reached their max number of settlements (villages/ports) other than to control public order?

Theres no point in lowering tax for the lower classes. But the upper classes will increase the amount of economic growth the less they are taxed.

Yeh it's another one of the gripes about the game. The Economics of this game hardly makes any sense. The only thing they even got half right was the supply of commodities.

when i can still develop villages in one of my provinces i exemp the province in question from paying taxes. Its better to grow fast so you can build colleges and universities all over. When the are no more villages left to develop they start paying taxes again. The moment i researched enough to have and maintain a definitive lead on other countries i chang some of the universities back to factories for instance. Rule technology you rule the waves and you rule the earth!!!

Oh and to achieve order and stablility the lower classes pay less taxes when needed.
