I've got a weird bug where i can use my special units in multiplayer games, but not in single player campaigns. Very strange.
It was done like that on purpose... go to the totalwarforums.com and read about it from CA directly.
Actually they were natively Nepalese but the British decided to use them as commando units due to their fearlessness in battle. Which ultimately landed them the side job as the Queens special guard. There's plenty of videos on YouTube with their history and indoctrination process which is still used today.

it is dumb but you have to type the serial number into steam and not the game itself.
I think you need to activate them on steam before you start a campaign.

I have not seen Ghoorkas either. But then perhaps you can only recruit them as Murghals?
The Ghoorkas are part of the 6 special edition unit code.

You need to activate the Special Forces product code through Steam, first. After doing that, start a new campaign game. Otherwise, if you simply continue playing on from a game that was started prior to the activation, you will not have the units available.
When starting ETW, I tend to use the "Empire Total War - Special Forces Unit" desktop shortcut icon that Steam installs when the product code is activated, though I'm not entirely sure that it is necessary. I did note that there is a slight difference in the Target Line for the shortcut, as opposed to a vanilla installation of ETW. It seems to target the same executable, but a different command line switch.
I have the ridiculous SFEdition and I play the game with the Special forces disk in the drive and it is OK. cant recall if I activated as well or not. what a palava this steam is!
I just play ETW through the Steam games list and I got Ghoorkhas ok twice as GB. They were just there in my recruitment tab when I took over whatever that region is called. Same with the Turkish organ guns. I did activate my Special Forces Code the moment I installed the game.

You can recruit Ghoorkas as any nation as long as you control Kashmir (originally Mughal territory). Thats the only area you can recruit them, and you can recruit them regardless of what buildings you have there (as long as there is a barracks so you can recruit *something*).
I've gotten them as Prussia, the Marathas and the Ottomans (not gone deep into India with other factions).
uhm... i can recruit them just fine with the SF edition.... perchance you havn't met the prerequisites methinks (though that would be silly if there were any considering their practically medieval swordsmen)
