Be careful, this game's sound is extremely broken. If yours works then I would keep it for now until this mess is fixed.

What is your budget?
What else do you want to be able to do with the sound card (apart from ETW)?
What system do you want to buy the card for?
I've been using Sound Blaster cards for years, however, the X-Fi card I have doesn't really work well with Vista. With previous TW games there was EAX support. With Vista this isn't working. I know Creative have released Alchemy and I have installed it but it TW game still don't have EAX enabled.
