Better use for conscripts

The way the game is at the moment i can see no real point to training up units of conscripts,your better of recruiting militia units.The use of conscripts could be used in a better way.I had the idea of using conscripts as a first line of defence against an invading army.So if an enemy army invades your province you get the option to raise a conscript army,if you have the cash and population(just infantry,no cavalry or artillery) the amount of units recruited would be determined by the province population.This army could be use to buy time for your professional armies to get back to defend or time for you to recruit more defenders at the province capital.I think an idea like this would benefit the larger provinces like russia,france,spain to slow done enemy units wondering through your territory.It would also have the effect of simulating a real stuggle when the player has to wade through the larger provinces fighting all the way.

The only situations in which I can ever see the need to use them would be if your country was almost bankrupt and you needed a lot of troops fast or if you needed a very large army without spending much money.
Im pretty sure these are the reason conscripts are used in real life
I guess they can also be used to keep public order from going red

Conscripts can't do rank fire

So they are worse than Russian line by default.

Conscripts should have a 0 turn recruitment (assuming they don't, never recruited them). They should be absolutely crap, but you should be able churn tons of them out.

Thats just it,they take 1 turn to recruit just like a normal unit,thats why i cant see a point recruiting them.
