What I think is happening there is that the romans are trying to combine thier ships into one fleet but can't due to the command stars of the admirals.
I wonder if it's caused by traits giving command stars too easily for admirals..

Yeahh i really hate how you can't just choose one admiral and take the other one's stars away, you get tons of fragmented ships and it's real annoying. Wonder if there's any way to fix it..

I really doubt removing all would be good. There are ways to limit the amount of admirals for sure, by testing if global trait exists or not. That way you will only get a new lvl 1 admiral if your admiral dies, or gets lvl 2 command etc.. Sounds like a plan?

RedFox, Trait can't be test globally. They could test only within character or faction leader. Global and factionwide test could be done to ancillaries only.

Admirals usually have ancillaries when spawned, not traits IIRC. They seem only to get traits when they fight.
Is there an easy way to just remove the admiral thing entirely? It's always been an annoyance for me with naval tactics.
And as we see in this screenshot, it might help the AI perform more coherently as well.
I ran into that once near Tarsus. I just mustered a huge pile of my own ships and waded in. It was quite a bloodbath for both sides. I finally won because of better quality and experience. It sure changed my plans for that part of the Med for several years.
