Default Tips for subduing a new settlement

Since this game has a lot of different in-game cultures, newly conquered cities usually have low public order due to the culture penalty of their buildings vs your own culture. What do you find the best way to cancel this out is?

I build the extra mod buildings that give happiness bonuses, but they barely make much of a difference in the long run- I usually end up having to keep the general who captured the city in there as governor, as their influence tends to be all that stops the city exploding into riots. Any advice you guys have, on this and public order in general, would be great. Thanks!

I can understand your meanings … in some campaigns played I had to re-capture even three/four times a town before getting at least the blue face
Once a different culture town is captured you can:
    * exterminate population: that can change the red face to yellow (sometimes becomes green…), but that can decrease management and influence traits of you general (on long terms he get negative traits…). Not taking care of that, exterminating population even if doesn’t change the town building level when captured, it delays the building upgrade level. Furthermore even the population number influence the happiness/unhappiness of the captured town.
    * destroying all different culture buildings: that can make easier and faster (alittle bit...) the culture switching, but it means to start from the first level of your buildings, with the lowest bonuses. Furthemore Governement buildings cannot be destroyed, as some others.
I don’t think there is the most right way to deal with that, or anyway I didn’t find the best till now
Usually I destroy the all buildings except Markets, Ports and Barracks replacing with my own and I recruit as many "peasants" (cheap and 0 turns) as possible. As I said it is not the best way to deal with the matter, but it is the best that I could found.
Finally it is due to Rio’s mod, to feel the historical happenings, when you conqueror were seen as an oppressor…
Maybe in the patch a law bonus influencing happiness … but I don’t know how to manage it
