Can't update Empire in Steam

Steam will not update my game. I have the game setting in steam on "Always keep this game up to date".

But when i log on steam will not update the Empire.

I have thought maybe because I have been using the unlock all factions mode so I checked

"Verify integrity of game cache..." but after it is complete I still cannot update Empire.

Any help? Am I missing something? Is the only solution to re-install?

If the verify integrity worked then your game already is up to date.

No its not up to date.

I uninstalled and reinstalled the game but it will not download the patches and the game will not even launch now!.

How am I supposed to fix this now?.......

Make sure that when you remove the game you remove all traces of it. This includes the data in the 'appdata' area. Some people have files and folders that are hidden.
