I raised all taxes to high on Prussia and removed army from capital city, but the city got mad then suddenly became happy after the 2nd disorder pop up.

Only increase one of the taxes, either for lower classes or upper. If you're playing Prussia (Which is an absolute monarchy), you'll want to go Republic, so raise taxes all the way for the lower classes and lower them all the way for upper. Also make the rest of your provinces (other than your capital) exempt from taxes so they wont freak out too. Destroy any happiness generating buildings in Berlin too. Guaranteed rebellion.

You could also try building only schools in towns - no taverns or churches - raise taxes for lower class - and research government techs first - especially with monarchy - if that doesnt do it - the people love you too much - Ohhh

Are there any enemy armies in your region? Because when their are there is a big bonus towards order from the population resististing occupation.
Get very bad ministers. Especially the ones who have the 3+ Clamor for Reform trait.
