A question about ministers and population discontent

Has anyone figured out whether the population satisfaction/unhappiness bonuses that ministers have through traits are aggregated across ALL ministers or just the ones of the Prime Minister and the Justice Minister are counted?

Similarly, can ANY minister affect my economy or just the Treasury Minister (and the PM)?

They are cumulative.

If you have a bonus or a penalty that says "Treasury Administration" or "Justice Administration", those only apply if your minister is actually in that position.

Also, it appears to me that the Americas minister and the India minister are blessed with all the roles of a full cabinet when dealing with their theatre of responsibility. However, any bonus or penalty only applies to their theatre, not the whole empire. Only the King/Queen/President/Prime Minister affects the entire empire.

Correct, you can notice this effect when you move a well groomed treasurey minister for instance into one of the colony theaters. While it reports that you get X repression, trade income, etc.. you still get the bonus applied based on their traits to the theater at large.
