This is a technical help forum - you've not supplied any technical details. Please post the specs of the machine you are using (CPU, memory, operating system, graphics card along with the graphics settings and resolution you are using.

Having looked up swiftshader ( http://www.gamasutra.com/php-bin/new...php?story=6891 ) it appears to be used for PCs with on-board graphics cards. If that is the case then you are lucky to get the game to work at all.

That video chipset is to be politely blunt is garbage. In Empire, you're lucky to pull up the campaign map. You need to update the whole thing. You're in a league where you pay to play.

Unless you post what they are then we are all going to be guessing at what you can do.

Sorry - I missed that. However, you've still not told us what graphic settings and resolution you are using.

Swiftshader is used to emulate a Shader lvl 2.0 GPU to the OS on the CPU, so that you can have a sneak peek at what you are missing with your current system. This means that the CPU is 'raped' to perform a task native to the GPU. This in turn means that unless you have a NASA style CPU cluster you will never be able to achieve a playable framerate with swiftshader.
It also means that your PC is at least 5 years old. ETW challenges even the most up to date gaming rigs currently available, so to answer your question:
The only way to make your game run faster than 1 fps is to buy new hardware.

Your cpu isn't nearly fast enough to do all the shading this game requires, so you will need to get a real graphics card.

if it couldnt run it it wouldnt have started, without swiftshader the game runs with no graphic errors or shader problems everything loads fine even the campaign map, its just very slow. i used this program to see if it could make it faster i want to speed the framerate, i play on max resolution and low setting some medium

You seem quite resistant to advise, but I'll give it another shot:

Unless you buy a dedicated graphics acceleration card, you cannot make the game run faster with your hardware.

I couldn't have said it any better. And I thought I was thick-skulled.

People ive got the game to work now to an acceptable framerate it moves around 10-12 fps and thats playable without buying any hardware.i had to defragment the disk(thanks brusilov) and put the resolution to 1024x768 and change some preferences to swiftshader but i can live with that i play around low/medium settings so theres no more need for this forum

To be blessed with such low standards! What a boon it must be for your checking account.

Well, it will be a lot healthier for not spending money that they don't really need to spend (as they are happy with the frame rate).
