First off, I figured it'd be good to talk about aggression; a lot of players view going to war with another faction as something daunting, with terrible side effects should it go wrong.
First off, I find it helpful to weigh up the outcomes of attacking a city- have spies spotted ambushing armies that are nearby? How many turns of siege will I have before the relief army from the next region attacks? Taking these into account can help clear the mind of the idea of failing, since weighing up your options can help show your advantages better than you think.
Also, in the long run a war (ironically) helps achieve peace in certain regions, so if you feel that you're being boxed in, do your utmost to wipe out a warring faction to lessen the pressure. In my 432 campaign I'm playing as WRE, and in less than 30 or so turns I've wiped out the Franks. Without them raiding my colonies or expanding into Germany, I no longer have to worry about their elite troops burning their way across my provinces in the future, and with the Burgundii allied to me, the northern frontier no longer needs a heavy garrison.
In closing, aggression can be your friend. There's obviously a point where you have to go on the defensive, or wait for the right moment, but it's only through aggressive movements you can quickly and decisively win a war.
And now, my question: are there any factions in BRG II that can horde? As mentioned, I wiped out the Franks today, but it was actually unintentional- since I knew they horded in vanilla and I didn't want to test it, I was plannin on leaving them with one of their cities, but it must have rebelled the turn before since, the moment I took their (supposedly) second city, the faction was destroyed. Do I need to worry about any other factions hording or has that been cleared? Cheers
