Default Availability of "Become Protectorate" option

What are the requirements for Become Protectorate option to appear in friendly nation diplomacy?

    Here's the case study:

As Austria I am on very friendly terms with many surrounding states with whom I share indefinite military access, trade rights and Alliance agreements.

With Bavaria which is Catholic absolute monarchy (same as Austria) and their relations toward me are +144, I have Become Protectorate readily available on diplomatic negotiations screen.

With Westphalia, also Catholic absolute monarchy, relations +70 (no trade rights, some historical grievances) I also have Become Protector option available.
With Hanover which is protestant absolute monarchy, +62, Become Protector is there as well.
However, with Catholic Venetian Republic I have no such option even though they love me +204.
No Become Protector for Denmark (Protestant constitutional monarchy) either, even with +130 relations.

So unless all this has something to do with the elusive Holly Roman Empire (and Austrian Emperors), it seems that for Become Protector to be a viable option Government types of the protector and the protectorate have to be the same.

Can someone confirm or disprove this?

Is there any other reason for Become Protector unavailability on friendly nation diplomacy menu provided military alliance and access are attained?

I believe the faction needs to have only one province under its control... I could be wrong though.

What about the starting protectorates then? Louisiana, 13 Colonies, New Spain and the Barbary States?

What about them? Not sure what you're getting at here.

All 3 have 2 or more regions (2, 3 and 13 i guess), but you can't get any faction to become yours with more than 1 region

but you can always give regions to you're protectorates

New Spain, New France, and the 13 Colonies begin the game as protectorates of their respective countries. I'm not sure how they're relevant.

They can get more regions after becoming your protectorate.

In my ottoman game, I fought off the russians trying to take out the Crimean Khante, then took a nearby Russian province and gave it to them. Within 50 years they had taken out half of the Russian empire by themselves! They had like 13 provinces when I beat the game (short campaign til 1750)

They are historical protectorates/colonies of a larger, far more major empire.

Check to see if they're at war with anyone. Venice is liable to be at war with the Ottoman Empire, and Denmark with Sweden.

Bavaria, Westphalia, and Hanover are far less likely to be at war.

Just an idea - but it makes sense that you cannot become protector of nations already locked in wars - probably depending also on who they are at war with. Check to see if the other belligerent are your own allies.

The only condition for getting a protectorate: they need to have only one region. In case the option still doesn't show up, declare war and see what happens.
