I believe you can train bashi-bazouks at least, all the way through to the end of the campaign.
You can always train them.
Although why would you? Once you get decent line infantry and the siphas cavalry there is no reason to use them.
yep, bachi boruks are in my opinion even in early a waste of money, only online they have a use because they are so cheap.
And even Isrealis are better in melee than Cemaat Janissaries.
The difference is in their attack. I use them as assault troops. They fare quite well against other ranged infantry. They kill enemy troops quite fast (note, this depends on the defensive skill of the enemy units). Line infantry in general is better at defense and holding a line - especially square formation against cavalry charges.
Bashi-Bazouks are not recruitable from the barracks, but rather from the governor's/pasha's palace. They should be recruitable until the end of the campaign.
Cemaat Janissaries, as I expressed my opinion before, are capable melee troops - they are JANISSARIES after all - and should be/are available until the end of the campaign through all levels of barracks. They're cheap.
Most conventional strategies, however, will not use them when quality line infantry (i.e. Nizam-i-Cedit and Beylik Janissaries) is available. For the loss in melee attack, the better Ottoman line infantry gain substantial ranged damage and defensive ability.
They could become a non-useless garrison force, cheaper than line infantry. As a rule I don't recruit any mobs or peasants. Sadly, the Ottoman Empire does not have any units like the European Dragoons who get a +1 policing bonus from each unit.
