You can't do it. It only happens if Moscow is taken by the enemy. But you can't select which city will be your capital so you could end up with some remote city as your capital.

No. I captured Moscow and the new Russian capital was Iasi which they had just captured. Kiev would have been a more logical choice, so it is randomly chosen.

How does that hurt, when the location of your capital has literally no effect on anything in the game at all (other than, I suppose, putting a little white capitol symbol next to the city name)?
When the location of your capital mattered, you could change it. Now that it doesn't matter in any way, changing it is pointless and was removed.
That's quite stupid. I was frustrated when I had to build Winter Palace and Kunstkamera in Moscow... T_T

the reason might be, or at least something that makes it logical, that you can only build modern universities in your capital region. when you are allowed tpo change it every turn, it makes no sense...
also you lose when you lose in your home theater, so changing it to some overseas town would spoil that game principle. get over it, itīs just vanity to change it :and the cities are set well i think

I disagree, I think the 'choice' of being able to switch capitals gives more customisability/power as the supposed leader of that faction which in turn, (arguably) gives more fun to the user.
Just like the choice of being able to change heirs to the throne, changing ministers, leaders, reagents, viceroys etc. I think being able to rename cities and units is a great feature (though the city feature has been removed in ETW regrettably)
