Default Problem getting mod to work

Hey im in the middle of my 1st attempt at modding

using pack file manager i changed all unit experience thresholds to 1 (for all experience levels so in the game if a unit kills one member of an enemy unit it should gain experience

i changed the pack type to mod
i tried using the mod, it appears in mod manager, but my units dont gain experience as quickly as they should

can anyone tell me what ive missed/done wrong??

heres a screen of my mod in pack file manager:

    Attachment 37317
"After that business with hydrophobic invasion forces in Empire: Total War, it's impossible to sit down to review a new Creative Assembly creation without anxiety. Will I miss some grievous bug and end up looking like an arse? Should I sprinkle my paragraphs with verbal get-out clauses like 'appears to', 'from what I saw' and 'on the whole'? Am I destined to be remembered as the critic that failed to notice that all the horses in Shogun 2 only have three legs? It can reach the point where you wonder if you'd be better off phoning-in sick and letting the poisoned chalice pass to another poor blighter."

Humor me here, try changing it to a movie type instead of mod. See how that goes.

im not sure. I know that movie type loads last of all so that might be the reason. Glad it worked

i think it had something to do with my modmanager

ive just upgraded from 1.4 to 1.5 and it appears that the mod can now run when said to "mod" type
