Naval battles floating flags issue

This just happened recently to me, when in Naval battles the floating flags get a little black box around them. I figured it was some mod doing it, but when I removed all of the mods including their files and the user script it was still there. Can anyone help? Here's a screenshot:

I am fairly sure that's a graphics card issue. Post details of your card and system, the resolution you are playing at and your in-game settings.

My system is a Acer Aspire with a Q6600 at 2.4 GHZ, a Nvidia 8600 GT 256MB, and 3 GB of DDR2 Ram running the game at a tweaked medium setting. I tried going low, but the same thing happens.
