    Default strange roman AI

During my current campaign, the Romans were acting extremely odd until I interfered with them. Every turn they would either declare war or make peace with both Carthage and the Indie Greeks. Their armies would lay siege for one turn and then retreat. As a result, they had not expanded whatsoever by the time I sailed over to Sicily. Once I stepped in they began to behave a little more intelligently, but before I stepped in, they wouldn't do anything.

Anybody else seen this, with Rome or another faction?

Yes. The AI is like a tough, Jewish mother towards the player and like Mother Theresa towards other AI factions.

Well, that's a bad analogy, but you get the pictiure.

I've seen that happen with several factions. In my first campaign the Greek independents and Greek city states would declare war on each other and ceasefire the next turn, every turn.

Just one of the weird things the AI does. I don't think it's confined to the Roman faction either.

I've seen that sort of behavior from other factions...

It's just the AI being itself.

It may be due to smaller e.g. Carthaginian armies deciding to siege a weak settlement, only to be routed by a big Roman army the turn afterwards. I've seen this to be followed by peace for a single turn in which the big Roman army is heading towards another enemy.

That happens a lot with attempted AI naval invasions. Rome will siege Caralis/Alesia one turn with a usually small army, and then declare a ceasefire the next, but then will have the army their next turn and decide to besiege the settlement again. Repeat ad infinitum.

The problem will be something like this: Carthage (A) and the IGCS (B) are allied with another faction (C) (perhaps the Gauls). The Romans want to be at war with A and B, but allied with C. So the Romans go through a cycle where they attack A and B, which breaks their alliance with C. So then they form a new alliance with C, which makes them at peace with A and B, and so on.
