I think he meant nine factions, now here is my wild theory. In EBI there were 21 factions in total (20 playable, plus the rebels). MTW2 support a maximun of 31 factions, so in theory it should be 30 playable factions, plus the rebels. This would make a total of 10 new factions, over the 20 of EBI.
The thing is that they have said on twitter that there will be only 9 new factions, so it means that the 10th faction slot is not used. It could be reserved for scripting, or doing other things with it, for example they could keep it unused so after the release a modder can go a make a submod, and let say make Massilia playable or other faction that is included in the game as rebels. This way it would be possible to add more playable factions, but you would have to pick which one you want to unlock, and only one at a time.
This is mere speculation of course, so don΄t take it for more than that.
Well it was stated many times, that the team could leave a faction slot for scripting. Unfortunatly it was also said, that if not enough work was to be done for a faction, that faction wouldn't be in the first releases
