First, the simplest solution.
Just a land bridge between France/England, and one between that United Province controlled Island and the tip of India, with a fort at the other end on the defending side. Then you could split up up that Island and give a small piece to France and England, so they have a chance to have a go at India as well. If one of those European powers take over the entire Island, then well, that's how it is.
Some other wilder ideas are...
1.
This will seem pretty tacky, and maybe not possible yet until map tools come out but is it possible to put a few of those 'leave the theatre' icons just off shore of some of the major 'in need of naval landings' locales, and then having a short land bridge to them?
Off coast of London a leave theatre icon that puts the unit somewhere off coast of the 13 colonies? One for United Provinces to India. One for Spain to South America.
This is assuming land units are transportable via 'leave theatre' icons if land bridges can lead them to them.
Just tossing it out there and thinking outside the box. Has anyone found any files in the packs that mention those theatre icons?
2.
Script it so that every time a faction wins a naval battle a 4 unit stack is spawned in the region that the faction would have been invading. This would not count for Nations that can naturally be invaded.
Script:
France vs Britain: Britain wins, 4 units spawn in France. France wins, 4 units spawn in Britain.
The AI doesn't battle that often for it to be huge, and it wouldn't apply to every nation.
3.
Mod land stacks so that they can traverse water, and when they are encountered by another land army the battle is naval and new units "Troop Transports of some kind" do the fighting. This would be hard, and ridiculous.
4.
The AI doesn't load units, but maybe they would unload them. Give naval units the option to 'recruit' land units in the field, if possible. Worth experimenting with the new modding possibilities.
5.
Give every faction that needs to invade another a tiny, miniscule town on the other's land that has no buildings, but can recruit units. France has a 'staging ground' between Scotland and London.
Is any of this possible?
