Are there any mods that allow you to fully customize settings on custom battles? When I say this I mean a mod that lets you add in a settlement or town without having to do the siege mode.

Nope not yet, probably have to wait for the toolset to do that. Knowone can seem to edit/open the mesh files created by CA
