They are giving out a content patch in a week or two, they will hopefully fix that particular problem then. As it is now, the AI will not perform any naval movement of land forces whatsoever.

For now try playing land based factions like Austria or the Marathas or Prussia. Avoid playing Great Britain as the AI will not be able to challenge you.

Note, that if you leave NO troops whatsoever in your trade ports, declaring a war on a sea-faring country would mean their fleets breaking into your ports and razing them to ground on the very next turn after DOF... Leaving just a single unit in each trading harbor (can be a cheap upkeep ship like india-man) goes a long way to save the harbor itself. It will still be blockaded, but can go back to trade as soon as the enemy fleet is removed.

One might think, a destroyed harbor is not a biggie since you can repair it the very next turn. Well, for nations whose income is trade based, ports destroyed in the home capital province would mean no trade for the next turn: in other words: backruptcy... If you're bankrupt, you cannot fix the harbors either...

Its true what Slaists says, I started a new Dutch campaign today and after I captured the caribbean I just pulled away all of the garrison. But those Frenchies keep raiding my ports and my income keeps dropping dangerously low.
