how do you restart steam?

how do you restart steam to apply the updates because my computer's been off and I've excited steam and turned it back on and also I logged out then logged on again but the message saying these updates will be applied when you restart you're steam client still won't go.

try going to C:\Program Files\Steam and deleting client registry.blob then starting steam.
